Custom Facial animations: Made, but not working?

I made a custom mesh for a Kajiit-esque race, as well as the facial deformations for expressions (via blender and keyshapes) but for the life of me, when I attach the .tri files to the head head-part in the custom race I made in CK, it will not animate.  

Attached is the ugly-proof-of-concept style screenshot of the race (it's only a head, everything else is placeholder) the .tri file, and my attempt at attaching the custom race plugin. 

Any help would be appreciated, I am plenty capable with models and textures, and even animation, but getting those things to show up in the right places seems to be out of my reach. 

If there is any information I didn't include which would help answer this question, please ask, and I'll get it for you.
