Set the left mouse button to pan the view when dragged on the canvas in Outfit Studio

I set the left mouse button to pan the view when dragged on the canvas (the left window) in Outfit Studio by editing config.xml. But, its editing reset to default value "false" whenever Outfit Studio loaded. I wanna keep the editing.

Does anybody know to do it?
