Is there a verified way to see at night at Skyrim special edition?

It looks like you have a lighting mod installed, so first, I'd check the settings if things are too dark.

 

You can equip a torch or you can look for spell tomes for Candlelight and Magelight.

The Summermyst enchantments mod includes a Night Eye enchantment that you can put on armor/jewelry. I suggest putting it on jewelry so you swap to something else during the day. It basically gives you the Khajiit Night Eye racial power for as long as you have the enchantment equipped.
